European Union citizens watching the expansion process will see no new dates for their countries' potential entry this year. The European Commission published its annual enlargement package on November 4, but it did not provide forecasted timelines for most applicant nations.

The only country with a specific target date is Montenegro, which the Commission expects to sign an accession treaty in June 2027. For the other nine candidates, Brussels offered no predictions on when membership might be finalized.

This deliberate ambiguity serves a political purpose. EU member states advised the Commission to preserve an opening for Ukraine to accelerate its reforms. Kyiv is currently behind Moldova in the accession sequence, and officials wanted to avoid the awkwardness of stating that Chisinau might join before Kyiv.

The report noted that declaring Moldova ready before Ukraine would be "politically unwise." The bloc aims to show its strong desire to include Ukraine in the current enlargement wave, provided that reforms continue to progress. By withholding dates, Brussels maintains pressure on governments to deliver results without publicly ranking the candidates.

The annual package also assessed the performance of ten candidate countries. Ukraine was listed among the four nations that made the most progress over the past year. However, the Commission added a specific caveat regarding Ukraine's anti-corruption efforts. The improved assessment was attributed to developments that occurred despite the actions of Kyiv's authorities, rather than because of them.

The decision to keep timelines vague for most applicants reflects a dual strategy. It keeps momentum on reform delivery while protecting Ukraine's standing relative to its neighbors in the expansion process.
