Philadelphia City Council recognized 100 women on Thursday who served as the first patrol officers in the department after a 1976 court order required the Philadelphia Police Department to hire them for those positions. The gathering honored the women who entered the force following the legal mandate, marking a shift in the department's composition decades after the ruling.

Retired officers at the event described the initial integration as a test of endurance. Harriett Farr, a retired corporal and training officer, stated that she had dreamed of becoming a police officer but did not expect it to happen. She noted that the first wave of women on the job were brave and determined to prove they could perform the work as effectively as their male counterparts.

Early female officers faced specific logistical hurdles from their peers. Farr recalled that supervisors sometimes assigned them difficult beats and left them without radios. The group also lacked basic accommodations, such as a designated place to use the restroom, and often missed lunch breaks. Farr described the conditions as horrible, noting that the women were left out in the rain without shelter.

Maria Watson, a retired officer, said the women proved their capabilities every time colleagues claimed they could not do the job. Margie Watson, a retired detective, shared a memory from her first assignment, where a young boy at a door told his mother that a lady in a man's police uniform had come to talk to him. The child had never seen a female officer before.

The department's gender balance has changed since that early period. Officials stated that approximately 22 percent of current Philadelphia Police officers are women. The department has committed to the national 30/30 Initiative, which aims to increase that percentage to 30 percent by 2030.

Retired officers expressed pride in the progress made since the 1976 order. Maureen Rush, a retired officer and former University of Pennsylvania police chief, thanked the council for acknowledging the labor and grit required to serve. Farr said she was proud of the sisters who followed, emphasizing the growth in opportunities for women in policing.
